Adds new request parameters and changes query/form array serialization (indices format), which can subtly alter outgoing request shapes across the SDK. CI gating changes are low risk but could skip lint/build on some pushes if the commit message matches the metadata sentinel unexpectedly.

Overview
Release 0.45.0. Updates package/version metadata and changelog, and refreshes the tracked OpenAPI spec pointers.

API surface updates: browser_pools.create/update (sync+async) now accept chrome_policy and the BrowserPool types/params include it; browsers.update (sync+async) now accepts disable_default_proxy.

Internal behavior change: query/form serialization now supports array_format="indices" (emits key[0]=...), and CI lint/build jobs are skipped on push commits whose message is exactly codegen metadata (plus .gitignore adds .stdy.log).
